E-bikes are now regulated like motor vehicles. Here are the requirements:

Every rider must be at least 15 years old

Hold a valid driver license, an e-bike license or permit

Register & insure the e-bike
-
Wear a helmet (regardless of age)

Alert: New Jersey has abandoned the national three-class-e-bike framework and enacted the most restrictive e-bike law in the country. Any bike iwth a throlle or a motor that assists past 20 mph now requires registration, a driver's license and liability insurance with minimums of $15,000 personal injury per person / $30,000 personal injury per accident / $5,000 property damage. Riders under 15 years of age are banned entirely. The registration deadline is July 19th 2026, but the insurance requirement is already in effect. Standard homeowners and auto policies will not satisfy the new minimums. You'll need a dedicated e-bike policy.

Age 17+ (Driver's License) or age 15 & 16 (Motorized Bicycle License)
State Registration:
All e-bikes must be registered with the MVC
